  17. <p>    Israeli Prime Minister Yitzhak Shamir proposed limited
  18. elections in the Palestinian territories as a step toward
  19. Middle East peace. That is not how the Palestinians there regard
  20. it. Last week more than 80 leaders from the West Bank and Gaza
  21. issued a statement rejecting the proposal as "a maneuver for the
  22. media" designed to sidestep the Palestine Liberation
  23. Organization and "ignore our political legitimacy as well as our
  24. legitimate aspirations."
  25. </p>
  26. <p>    Elections would be acceptable, they said, only as part of
  27. a defined process leading toward Palestinian independence. The
  28. statement was also intended to remind exiled P.L.O. leaders,
  29. who had avoided an outright rejection of the Shamir plan in
  30. their dialogue with the U.S., not to squelch the uprising
  31. without exacting major concessions from Israel.

  33. <p>    The U.S. downplayed the diplomatic damage by maintaining
  34. that the Shamir proposal remained "very much alive." But some
  35. hard-liners in Israel have rejected the election plan.
  36. Administration sources say the negative positions taken by the
  37. Palestinians and some Israelis are just part of a bargaining
  38. process that could yet make elections possible as part of a
  39. comprehensive solution.
